No. The "free oral" mode works without a rubric, a class or any setup: install the app, tap the central button, and grade.

Does SnapJury record the student during the oral?

No. SnapJury doesn't listen to the student: it's your end-of-oral comment that can be dictated, and everything stays on your devices, in your private iCloud.
